1) In the old idea, the ruler (monarch) controlled everything and did what they wanted. The people (state) didn't get a say in it, they had to go along with it whether they agreed with it or not. In the new idea, the ruler was supposed to be taken over by a government and the people could get a say in what they wanted and what they didn't want.
2) When they made reforms, they weren't really doing it for the greater good. They only did it for two things; to make their countries stronger and for their rule to be more effective. Those might have worked, but they really did it for themselves not for their people.

2. They weren't true reformers.The only reasons they really even made changes was because they wanted to make their armies and their own rule stronger. I say they weren't true reformers because the changes they did make were for themselves and not the people.

Whenever they made changes, not always good. They just did it for themselves' power, they didnt do it for the people of the country.

2.There people would try to overthrow them. Some rulers listened to philosophes and used there ideas to an extint. They didnt want to give up there power at all.
1) The ruler decided everything he had absolute power so he could kill someone for no reason.
The state got a vote in what they wanted so if they got the major vote they wither got it or not.
2) Because if the people dont like the people would revol and try to kill the ruler if possible. If a ruler didnt rule people he wouldnt be a ruler.
1. The old idea was bad beacaue the king ruled EVERYTHING!!! The new idea the state let the people have a say in what goes on!
2. Rullers need to balance things so the people dont get mad and over throw them! Thats what happens the most!
